Procurement Objectives & Principles
In conducting procurement at THS, all planning, sourcing and contract management activities will be based on the following principles shown:
- High standards of behaviour and actions in the conduct of procurement processes. Equity, confidentiality, avoiding conflicts of interest, and consumer/supplier confidence in the integrity of procurement processes.
- Applying good probity practices in managing procurement activities. The CEO has the flexibility to conduct procurement activities using appropriate capability to provide value for money outcomes.
- A balanced judgement of a range of financial and non-financial factors taking into account the mix of quality, cost and resources, fitness for purpose, total cost of ownership and risk.
- The relationship between the complexity of a procurement project and the capability of the organisation to conduct it to achieve a good procurement outcome.
- Obtain goods and services that meet specification, are delivered on time at competitive prices from financially stable suppliers.
- Obtains best value for money based on whole of life cost.
- Consistent procedures are followed in accordance with THS procurement policies.
Annual Procurement Activity Plan
This annual Procurement Activity Plan provides a summary of the major procurement activities in the non-salary area of organisational expenditure and provides potential suppliers advance knowledge of the likely procurements in this financial year.
To effectively and efficiently procure goods and services across the organisation to obtain the best value for money and economies of scale, Tallangatta Health Service’s procurement activity plan is aligned to its priorities and strategies.

Complaints
Any complaint about a Procurement Activity process undertaken by THS must be submitted in writing (via Letter, email, website or Fax) to the Chief Procurement Officer.
The written complaint must set out:
- The basis for the complaint (specifying the issues involved)
- How the subject of the complaint (and the specific issues) affect the person or organisation making the complaint
- Any relevant background information
- The expected corrective outcome
